broken links

Under the 'Developer' section, the two links to linuxi18n.org are
broken- either linuxi18n has gone down or disappeared. 'host' here says
it doesn't know anything about linuxi18n, which isn't a good sign. :/

Anyway, thought you guys might want to know.

[As an aside, what I was looking for was basically a 'how should a
developer choose what strings to translate' and/or 'how can a developer
cut down on work for translators' doc to use to follow up wrt
gnopernicus.]
