Gnome Alt-Gr Key (inside Exceed)

Title: Gnome Alt-Gr Key (inside Exceed)

Hi;
When I connect to a RedHat 9 Advanced Server from Windows with Exceed (XDMCP-Broadcast) keys working with Alt-Gr doesn't work. But , if I run "Nedit" , then Alt-Gr key works. What can be the reason?

Is it because nedit is a native X application(according to its look) and doesn't give up its kontrol to Gnome?
How can I solve this problem within Gnome?
Although on the Linux console (without Exceed) all keys works good, this is not related to Exceed, because I can connect some other servers and can use Alt-Gr key.

Inside the file /etc/X11/xkb/compat/iso9995

The string "virtualModifier=AltGr;" can be reason?
Nilgun Belma Buguner told me that this line is not related to gnome and can not be related to my problem.

I suspect Exceed first , but now I saw that on some cases(Nedit for ex.) I can use Alt-Gr.
Notes:   Server is RedHat Linux 9 Advanced Server
         I selected Language (and messages) English
                    Keyboard is Turkish
         All other keys, characters are correct.
