Then how about %X, which is supposed to be the 'preferred' time
representation for the corresponding locale?

Date representation has similar problem too. Currently translation
strings usually contain "%b %d, %Y" which is specific to a few countries
(or US only?). If there's some generic representation universally
accepted, that's the best; otherwise "%x" would be a good candidate to
represent dates.
