iso-8859-5 is not enough for mongolian, it needs utf-8 (because of

yes, mn_MN is correct

An mn_MN file should have been sent to the glibc maintainers, and so
should be available soon in glibc.
In the meantime, you can try with the attached one

Note also that the libc locale is not enough, you also need to check
that it is also recognized by XFree86 (it is the case for "mn_MN.UTF-8",
look at /usr/X11R6/lib/locale/*.dir)
