Mongolian Locale Problem

Hi, all! 
I've added mongolian locale into glibc. Now, I can see
 my translation. The screenshots are here:

But!! some translation are not appeared in mongolian,
although these were already translated. 
And terminal, mc etc are'nt stared in mongolian. 

In my session errors file has the following error. 

locale not supported by Xlib, locale set to C

// and more errors.

How can I fix it? or how can support mongolian locale
to xlib?
