For me, the problem was in intltool-0.22 -> intltool-0.23 update.

Before update, CVS version of gedit (gnome-2-0) was 100% translated.

Then I updated intltool from 0.22 to 0.23, ran "intltool-update cs" and 
viola, 4 fuzzies on the same code.
