I don't think you can use the LC_* variables to tune a system the way
you want it to behave. Applications will choose input methods based on
the LC_MESSAGES settings. If you set that to he_IL the application
will also switch menus and dialogs to hebrew (if it has been
translated to Hebrew). I'd say all you can do is to remove all hebrew
translations from your system. You'll find them in 
/usr/share/locale/he/LC_MESSAGES.
