There is no requirement for maintainers to be subscribed to this list.
The only sort-of requirement is that they announce new releases here,
but they don't have to be (and rarely) are subscribed to do that.
Personally I don't think it should be a requirement for non-translators,
for the same reasons that we don't expect maintainers to require
translators to be subscribed to all application development lists.

If you don't know who is maintainer (although the files AUTHORS and
README should usually give a hint), why not modify your automatic report
to also automatically add bugzilla bugs? Last I heard, there is some
e-mail frontend to bugzilla.gnome.org that one can be used to add bugs
by e-mail.
