Yes. But I don't know who is maintainer of the particular modules. IMHO, 
all of the maintainers (if they really want to have fully i18ned and 
localized his modules, of course) are subscribed to this list and this 
report reaches the maintainers :-). I think, this report could increase 
quality of the l10n process and I want generate it periodically (weekly or 
monthly).

If someone consider this report like spam or off topic, I will stop this 
report generating.

OTOH, idea with sending this report directly to the particular module 
maintainers is important. Is anywhere database with relation module <-> 
maintainer?
