In the comments you can have any character you like that is present in
the po file's character set, afaik. And © is present in UTF-8.

It's just the msgids that are special in the case of encodings, since
they are used as keys by gettext and get extracted from other sources by
xgettext, and the current version of gettext needs them to be in ASCII.
