It's simple.  Language lists from configure.in (ALL_LINGUAS="") will go
to po/LINGUAS; ./configure and/or make will check po/LINGUAS at
runtime.  gettext 0.11 already makes use of this technique.

Okay, under those circumstances the translator morphs into a maintainer
