Hmm, why isn't the bug-buddy strings frozen then? I updated the Swedish
bug-buddy translation in cvs HEAD yesterday, and today there are 15
new/changed messages again.

I think proper procedure is
1) Decide that a new release should be done
2) Freeze strings
3) Announce to translators
4) Wait, only do code changes, don't touch strings
5) Release

If you change this order and don't tell translators that you have
changed messages since your last announcement to them, you will only
have a huge pile of incomplete translations in your release (and annoyed
translators ;).
