Hi,
	Looking at the examples I see the problems you are talking about.

The main issues I see are:

1. Email notification
We could use the language aliases as the default "assigned to" so the 
bugs got mailed to those. Or special aliases could be set up under the 
gnome.org tree (actually why isn't there an l10n-es@gnome.org anyway? 
Seems useful to me to have an 'official' alias :)).

2. Product/Component/Version
I think using the Version as an identifier other than the version of 
Gnome is a bad idea since it defeats the point of having the version 
number. I think it is important that people can log against Gnome 2.0, 
1.4 or CVS since it makes it much easier to track down the bug/missing 
translation if you know which version of the software you are dealing with.

I can see a few possibilities here or breaking up the names:

Product | Module
a. gnome-libs, etc. | l10n-de, l10n-es...
b. Localization | l10n-all, l10n-de, l10n-es...
c. l10n-de, l10n-es... | gnome-libs, gnome-core...

I favour option (b) since I think it balances neatly between having too 
much mail from very broad categories and having too many categories 
which makes tracking/logging/finding bugs hard.
