In most cases, these should be in bugzilla; the string that is '00000'
in the above case will (for most of the patches) indicate what bug
number the patches are associated with.
Sun wants to be as aboveboard as possible with what patches are going
into their builds; in this way there is zero confusion; the maintainers
have easy access, and we can all be quite satisfied the GPL is being
followed.
The plan is that this way, Sun can build easily with all the patches
that they want applied in a transparent manner, while continuing to move
the patches upstream.
