It lets you specify a different configration for a set of "locations",
which is very usefull for laptops.
So when you first run the location management you start with a location
called "Default Location" then you can create different locations as you
need them, for example "Mexico Office", "Mexico Home" and "Houston
office" . When you apply the configration of a different location it
sets up the configuration specified for that location. So it will change
your printer settings, your network settings, your timezone etc. This is
what the dialog looks like :

Each location can specify which capplets/xst tools it wants to modify,
if a capplet configuration is not specified for that location, you fall
back to the default configuration.
