New gnome-vfs maintainer

Lets welcome Christophe Fergeau (teuf on irc) as a new co-maintainer of
Gnome VFS. He has already spent a lot of time and energy working on
gnome-vfs bugs and helping people on the list, in effect already doing
what a maintainer does. 

I'm often quite busy with the other modules I own or Red Hat stuff, and
Ian is seldom around these days, so I think its great that we now have
another maintainer for gnome-vfs.
