New Bugzilla keywords

Hey there,
On consultation with Luis and John, I've created 2 new keywords 'doc'
and 'string'. I guess this is another attempt to try and get bugs
properly categorized.

doc - This bug affects documentation
string - This bug affects string changes in the user interface [but not
including documentation]

It gets kinda hazy when you think that a UI change is possibly
Usability, doc, string etc.. but I know there is a load of bugs in panel
which would be usefully categorized with 'doc' and/or 'string'.
