jwz's run once hack

Hey all,

Jamie mentioned his run once hack on IRC today, and was happy for it to be
mentioned here. This achieves his goal of having single-launch buttons on
the panel, much like WindowMaker's dock buttons. A second click will raise a
window, instead of starting a new process (or opening a new window, in cases
such as Mozilla and Netscape).

Probably a worthy addition to the GNOME panel.
