Release guidelines wrt. translations

>From time to time this request has to be put to peoples attention so
here we go again. (For all the Whitesnake fans out there)

The translation teams hereby request a pre-warning at least two -2- full
days in advance of a release of ANY GNOME app or library that is to be
part of the 1.4 release. This should also become a general rule of thumb
for any release of a GNOME component. Please include all pertinent
information such as branch in CVS or any other information of special
interest.

This in the interest of making GNOME a better product.
