There's a slight difference between talking about release times for a
project with developers world-wide, and talking about times for a local
event.

I think he's entitled to do that. It's named UTC for a reason. Everyone
should know their time zone's difference to UTC, times given in UTC
time, and voilą.

Most people don't live in UTC time. It's a standardized reference time
zone, and should be used for that very reason.
