The number one problem I have in trying to fix this situation is that
there is no easy way for me to see the list of open requests for a cvs
account, sorted by how long the request has been open.

If everyone on cvsmaster gnome org spent just half an hour processing
the queue each week, we would quickly clear out the backlog. But that
doesn't happen beacuse there is no easy way for us to see the queue.

It's well known among system administrators that a request tracking
system like this does wonders to improve efficiency in processing
requests, and more importantly the feeling of efficiency, since it's
easy for the submitter to check the status of his or her request.

I agree that well-defined standards for granting or refusing accounts
would help a lot, but a request tracking system is essential too.

Communication and discipline can help, but having the right tools can
help even more.
