panels selectively on top / below ?

In the Global Preferences for panels, one can choose to always keep panels
below windows..  and I can find no other way to control whether a panel
is always on top, or behind.

Is there any way to have one panel that is always on top (e.g., an edge
panel at the bottom of the screen) and another that is always behind
or that just acts like a normal window (e.g., a floating panel composed
of launchers)?

If not, there should be :-)
