There rest of users just play with fire and eat every JS pop up they
get. I guess that if such option, for example via dettachable menu,
appered / come back, more users will use it instead of chosing one
default position (on or off).

And I suppose one of this list task is to propose such "mad" ideas.

Is anybody going to enable a mad ideas bucket system (web page or
similar) or do we keep on poluting the bug system with "wishes"?

Yes. ;] I wonder what UI problems Gimp has. The basic one is the menu,
but after some use, you realize that under the pointer menu is way
better than other menus, even the border based ones, like in Mac (IMO,
cos you save moves... but after seeing people with few curiosity or
memory I am not so sure).
