Tooltips, Labels, and the Dots

It looks as a minor issue but it needs clarifying nevertheless:

    I'd like to see _all_ tooltips "closed" by a full stop.

    I'm now sure whether we should do the same for labels of check
    boxes.  sawfish has dots (cf. sawfish-capplet) and it looks pretty
    good to me.
