PROPOSAL: UISG Online Help Standardization, Revision 2

The UISG now proposes:

o That online help be MANDITORY for GNOME Compliancy Level 3
  and higher, but optional for 4 and lower. This aallows developers who
  are writing GNOME applications to still be "GNOME Compliant", without
  formal documentation -- But only up to a point. Authors may not
  graduate their code   to higher levels without supplying formal
  documentation for their apps.
