Under the UISG, if no application-specific help is available, a simple
generic document for "Help with using GNOME" appears by default.

Thanks for asking, first of all.

The difference between options and preferences is simple.

Options = Simple toggles which are randomly, and frequently adjusted
by the user, in the course of using the program.

Preferences = Allows the user to specify the default state in which
the application presents its Options to the user at
start time. Also used for setting stuff like default paths
for file access, etc -- Infrequently adjusted, application-
              specific settings belong in preferences.
