If the keyboard layout is set using localectl, then a keyboard sources menu should be displayed in some desktop environments. This works for gnome-shell and mate-panel but not for gnome-panel - at least not for me in Arch. I don't know whether that's a gnome-panel packaging error on my part or whether it's a bug with gnome-panel itself. Either way, if this were working, I think it would be a decent solution for the problem you describe.

for handling layout switch shortcut, and a third-party applet
like (g)xneur for displaying it.

Are there better ways?
