As you have access to the server, you can run

  python ~/git-wd/library-web/src/lgo.py \
        -c /srv/http/library-web/extra/conf/lgorc \
        --rebuild /ftp/pub/gnome/sources/gnome-user-docs/3.10/gnome-user-docs-3.10.2.tar.xz \
        -vvvvv

and notice such errors:

 element include: XInclude error : could not load 
/var/cache/gnomeweb/library.gnome.org/extracts/gnome-user-docs-3.10.2/system-admin-guide/C/legal.xml, and no 
fallback was found

Indeed the legal.xml file is missing from the tarball, I just fixed
that.

For now I also manually copied the legal.xml file to the server, and
got the files generated.
