Sigh, of course. It responds to both focus and hover, and it won't
drop the tooltip on un-hover if there's still focus. Is IE giving
the link focus? Are you clicking it? That will focus.

Perhaps I should add a [x] button to close. Perhaps only if there's
keyboard focus.
