This document is not useful (other than as a historical artifact). In
fact, using it could be considered harmful, since the desktop-specific
hints have been deprecated and obsoleted by the EWMH, the latter being
available at http://www.freedesktop.org/wiki/Specifications/wm-spec.
I don't think Metacity even supports the old hints anymore.

That looks like an early draft of the EWMH.
