The broken link is a Known Bug (TM). All I can say is you can use the SVN:

FYI, gnome-devel-docs should be included in gnome 2.20 and is present

but that produces only a Not Found error
I recall there was some talk of moving documentation to another part of
the site so maybe just a redirect needs to be put in place.

P.S. was just trying to find the section of the style guide which explains
the standard units that need to be used (kilobytes, megabytes,etc.)
