Peer review: two rewritten sections for sysadmin guide

I have rewritten two of the sections for the system-administration
guide.  They are available from here:

The last two sections of the MIME file are unfinished.

I am posting them in hopes that someone can review them and correct
any mistages or make suggestions.  I would like to have these
merged in time for Monday's release candidate.... but I realize that
may be unrealistic as I have a busy weekend.
