Policy needed for multi-app modules



Several modules in CVS and corresponding products in
Bugzilla are made up of several separate apps, for
example gnome-games, gnome-applets, gnome-utils.
Each app has its own user docs.

This causes us the following problems:

* the bugzilla product usually has only one component
for all docs. Some bugs get filed with no description
of which manual they are for, and it's not easy to
work with the list. (See Bug 339173 for example.)
* there are many ChangeLog files spread over the
module. Having separate logs for each manual, in each
app, adds to this number and creates more work for the
maintainer. (See bug 352977 for example.)

So there are two questions:
* how to set up bugzilla?
* how to set up help/ folders in CVS -- should there
be one top-level help/ as in gnome-panel? That would
solve the ChangeLog problem and mean only out checkout
operation for doc writers.

I doubt there is a single good solution that fixes all
this. But it would be nice to come up with a feasible
policy so we can at least have things consistently
crooked ;)
