new strings in evolution

Hi,

I have introduced three new strings in Evolution. 
In evolution/plugins/groupwise-features/junk-mail-settings.c
The Strings are "Junk Settings", "Junk Mail Settings" and "Junk Mail
Settings..." I am not very sure whether the last two strings will be
considered as two different strings, and if there is any way I can avoid
that overhead.

Apart from that I have added a glade file 

evolution/plugins/groupwise-features/junk-settings.glade
