It is a script which uses custom XSL sheets depending on which format you export it to, so it works fine with HTML. As for the charset, it turns out that (except for FC distros) the resulting HTML charset is determined by the current locale. So I was able to switch mine to UTF-8 and get the correct HTML. For FC distros, one needs to correct a line in /usr/bin/xmlto when the if statement decides whether to determine charset based on locale.
