GNOME 2.4 Desktop System Administration Guide

I have updated the System Administration Guide for 2.4 and committed it
to CVS HEAD. The main changes are:

- Help chapter
- GConf editor section
- GDM chapter
- Various other updates

I updated the Makefile.am with the new gdm and help chapters. Also,
there is a screenshot of the Configuration Editor in the gconf chapter,
so I have added 

figdir = figures

to the Makefile.am. I am not sure if these Makefile changes are correct,
and I'd appreciate if someone who understood them could test it.
