For now, yes. Yelp 2.4 does some funny things with XML catalogs. As a
result, if your document is DocBook 4.2, libxml2 will pull the 4.2 DTD
from the net, regardless of whether you have it installed locally. This
will change in 2.5.x, just as soon as I get to it.
