ChangeLog in /gdp

I updated the Doctable today. When I tried to update the ChangeLog to record
this action, I got a failed checkout and the following error:
cvs server: warning: /gdp/ChangeLog is not (any longer) pertinent
Any ideas? Is it pilot error, or mechanical failure?
