I think Jonathan Blandford's help API suggests the answer to this -
DocBook 4.x XML is our GNOME 2 standard, with libxml2's DocBook
support providing backward compatibility for old SGML docs. I feel
like this is a decision that's been made. Am I wrong, folks?

Underway. I've already converted the gnome-app-template to xml
(gnome-app-template.xml is in cvs), though there's likely some
template tweaking still to be done because of discussions with Sun
about how to best meet their needs, and I've not gone through the
template with the Style Guide Fine Toothed Comb(tm).

Jonathan's API points to a solution to this. Jonathan?

Louise Miller at Sun is implementing this. I've cc'd her on this -
don't know if she's on the list, but perhaps she can explain in more
detail what she's up to and where she's at.
