It sounds a bit like Wordinspect:

It will lookup (in a Dict database) a word that is currently selected in
an X application and pop up a window with the definition. It is quite a
handy little tool when dealing with newsgroups and mailing lists that
use a lot if acronyms.
One solution would be to translate the Gnome glossary into a Dict DB
that the myriad of Dict front ends could use. The problem is that the
user would have to have a Dict server running, or have a network
connection to a Dict server.
