If I put in "netscape '%s'" I get the problem you describe.
But if I put in "gnome-moz-remote --newwin '%s'" (which is
preset as my default protocol) for ghelp, and then click
on help in an app it brings up netscape correctly, i.e. as
file:/opt/gnome-1.4/share/gnome/help/gnome-terminal/C/index.html
