GNOME 1.4 Documentation

Folks -

For what I hope is the last time prior to the release of GNOME 1.4,
I've updated the "changes for GNOME 1.4 docs" doc, collecting the last
few bits of wisdom we've learned about what works and what
doesn't in the new help system.

I've tried to fill it out with a bit more explanation of how the
new help system works, including a far-too-brief discussion of
ScrollKeeper and OMF and pointers to further information on
that topic.

Now get back to work!
