Keyword to bugzilla

I added a new DOCS_NEEDED keyword to bugzilla today.  The idea behind
it, is that if a bug requires a change in documentation when fixed, or
the bug involves the documentation somehow, you can put the keyword in
to indicate that docs need to be written.  I don't know how useful this
will be, but it's worth a shot.
