"Joining the GNOME Project"

I just finished the first complete version of "Joining the GNOME Project".

Please look it over and send any feedback to me.  Project and
package coordinators in particular should at least look at the 
sections pertaining to the mission of their project and how a new
contributor can get involved.  

Additional content for any projects or packages I left out is welcome.
