Reminds me to a SuSE Linux system -- but on SuSE
/usr/share/sgml/CATALOG.gnome looks this way:

PUBLIC   "-//GNOME//DTD DocBook PNG Variant V1.0//EN" 
         "/usr/share/sgml/gnome/png-support-3.1.dtd"
CATALOG  "/var/lib/sgml/CATALOG.docbk31"
CATALOG  "/var/lib/sgml/CATALOG.docbk30"

I'm always using complete paths.  Copy /usr/share/sgml/CATALOG.gnome to
your working directory as CATALOG or use

    nsgmls -m /usr/share/sgml/CATALOG.gnome xxx.sgml

to parse your document.  I hope this helps.
