I think Dan's list of ideas is a great starting point.

There also is some very useful material written by Aaron in the GDP
Handbook that goes to the issue how to think about your audience, plan
and organize a manual and decide what to include and what to leave
out.

As Dan noted, I'll be happy to help develop this. I think it will be a
very useful exercise not only in providing a guide for writing docs,
but also in thinking through some of the issues about how best to
provide the most useful manuals possible to Gnome, err, I mean GNOME
users.
