A tutorial for developer.gnome.org

I have written a tutorial on using the SAX interface of libxml, and it has
been suggested that it may be good to put it up on developer.gnome.org.

Is there any special procedure for putting this up on developer.gnome.org,
or should I just commit it?  If you need to look it over first, it is

I also have the SGML for the tutorial, and was wondering if there is a
place to store it.
