How to produce pop-up notifications

Hi all,

I want my system to produce pop-up notifications like the one I  have attached in the screenshot. Its the same pop-up that one gets after one has inserted pen-drive or mounted partition.

I want similar pop up after my "apt-get install" command has been completed, irrespective of the work-space I am at.

I have looked at "notify-send" and "zenity", but they do not pop-up if one is at different work-space.

Please redirect me regarding the same.
