You cannot make this work.

Even if you come up with a sandbox to protect the user from themes,
there are a billion other things a trojan horse program (any program,
not just a theme) could do. (One example: modify the user's bashrc to
set LD_PRELOAD to load an Xlib hack to sniff passwords.)
