have you investigated this: is it legal to package these fonts into *.deb or
*.rpm and put this on CD with a distribution? As long as Copyright is kept
in package headers and COPYING/LICENSE file in the same package, of course.
At least it should be legal in non-free Debian section or any commercial
distribution.
If so, there were much less problems with fonts.
